According to information released on Reddit (by Anonymous user), Windows Phone 8.1 Software Development Kit (SDK) allows simultaneous creation of applications for Windows RT and Windows Phone. New templates of Universal Apps allow users to create applications for both operating systems using the same source code. Previously there have been published information according to which Microsoft by 2015, intends to issue a series of upgrades that should enable the creation of applications for Windows, Windows Phone and Xbox One based on the same source code.
Among other updates in Windows 8.1 Phone, it has been mentioned that a new player for YouTube will allow execution of videos embedded in websites without launching a separate application. According to some indications from the documentation for the SDK it is possible the OS will contain file manager. It also says that users will be able to install applications directly to the memory card while recording images and video clips will be available in three regimes: camera, burst and video. Users will get the option of closing applications by moving the finger down.
